Newcomer / Intro Do Rhodplumsite (and other rare resource) hotspots require advanced mining equipment?

Can I mine these resources in hotspots from asteroid surfaces with a starter miner laser or do I need advanced tools like abrasion and core mining equipment?

Most of them require core mining gear, a few can be done with both - notably painite and diamonds.

Painite is the most lucrative. Mine with ordinary mining lasers, nothing else except the normal mining equipment - surface scanner, refinery, collector and prospector limpets; though the limpets are optional for efficiency. You wouldn't use limpets with a Sidewinder.
