Do Shadow bans affect Fleet carrier access?

Yesterday I had a fuel rats case where neither myself, nor other rats could instance with the client. After multiple attempts/relogs etc. I sent my FC there to act as a refuelling base for the client, but he was unable to get docking permission (was within 7.5k - we could see his wing signal) - access denied (even though carrier access was All and notorious access was allowed). A fellow rat confirmed that that could land at my carrier OK. A second carrier was dispatched with similar results...

Client is not aware of notoriety or any ban, but we are at a loss to understand what happened. I believe the client is logging a ticket with FDev over this...

Any thoughts???
 
I have been unable to dock at my own FC before for no reason I could fathom for a few hours after moving it. I don't cheat, or use game chat in any significant way past the occasional o7 so it's unlikely I offended anyone in chat enough to report me for being some sort of "ist" or another, and I don't engage in other activities likely to cause a ban, so a ban of any sort was unlikely. Log back in a few hours later and I could land. It has happened a few times, but was never really all that repeatable or regular so I always figured it was a glitch.

As far as being unable to instance with each other. That is a problem that has only seemed to get worse over the last few months.
 
I had something similar happening some months ago (i'd say closer to the beginning of the year) where my Epic account could not dock to my Steam account's carrier.
Permission denied even tho the carrier was set to allow all docking, including notoriety commanders.
Luckily it solved by itself something like next day or so
 
Thanks for the replies. The rats are used to dealing with instancing issues. We sometimes say that Instancing is our only enemy.

The FC docking thing was certainly very odd. Two FCs, run by different commanders, and with access tested by as OK by a rat (who as far as the game is concerned was unrelated to me and my carrier).

Oh well......
