Do space stations evolve overtime?

Not so far as I could see. What stations looked like on the day of release is what they look like now. The BGS changes nothing, we're not even sure there is a BGS at this point, probably just a set of personal modifiers to make us belive there is one.

They are just variations of a station type. Sorry mate.

The CG related ones often do, but that's due to then undergoing construction processes over time. I'd imagine it requires direct FDev intervention since they have to do it by hand.
It would be interesting to see stations evolve as the system's population/income/political level evolve. Might be on their to do list.

There were hints that the BGS would do this automatically early on in ED's development. Then later we discovered that Frontier never finished that part of the BGS and that they were doing it manually.
Do they have it listed in the DDF?
No, It was in one of the long descriptions of them talking about all of the wonderful things the BGS was going to be capable of, along with automatically expanding the territory of humanity based upon economic growth and a basic description of what turned out to be CG's. All done manually now instead of by the BGS. I'll be blown if I can remember where it is but my money is on one of the newsletters.

That's a pity. In the long run, it'd save them time and energy to get the BGS up to par, rather than do midstream band-aids here and there. It'd also check off one of the pillars of the game and allow them to focus more on something else.
Yeah, similar things were supposed to happen with ships too. All on the back burner along with visual wear and tear. They haven't even fixed the problems with many of the ships' stock paint jobs.
Actually the more I read the answer given the less it sounds like an answer.
Pretty sure I read/heard this however, I remember a rather vague, nebulous statement that didn't do more than say " we want to do that" rather than we will do that..
