Do stations outside the bubble sell surface gear?

I'm planning to get Odyssey fairly soon here but the last time I logged off I was parked at the Mammon Monitoring Facility, about 1000ly outside the bubble. I was planning on a Sag A* run by way of the Colonia highway. I was thinking I get Odyssey and then buy some surface exploration gear at Mammon, but according to the unofficial databases none of the Colonia highway has outfitters where you can get that surface gear, so I wouldn't be able to do on-foot scans at least until I got to the Colonia systems.

Can anyone confirm whether or not you actually can get surface gear at asteroid stations outside the bubble? If not, is it a good idea to get Odyssey now or wait until I'm either at Colonia or back in the Bubble?

Yep, you can get gear at the asteroid bases. Thing is, not all stations have all of the gear. The asteroid bases usually sell one or two suit types, and maybe 3-4 weapons. So you may or may not get the exact ones you want.
