Do you mean the base game or overall? Because the base game is undoubtedly set... the DLC however... don't know...

Yea, as far as base game goes they would have allocated development time to a set list over a year ago.

It seems to have some flexibility, certainly seems like JWE1 had quite a few last minute additions and subtractions (Yuliangze fm. doesn't have any species that come from there in reality for example).

With the DLCs, they seem to make a rough plan at the beginning of each year, refining it as time goes on.
