Do you think stations in Lockdown should have limited outfitting? Only outfitting stored modules?

My home station is in Lockdown state. That means all my stored modules are locked down, including ones I use regularly and have spent a lot of time engineering. Do you think stations that are in Lockdown state should have limited outfitting, and only let you outfit stored modules (and maybe not let you transfer modules to the station)?
 
I don’t have a home station, and rarely encounter stations in lockdown. But I’d think this would give you cause to do something about it.
 
Unless something big changed since I last actively played and just came back few weeks ago, couldn't you just transfer stored modules?

Station A is locked down or quarantined, goto any Station X and pay to ship/transfer your module and equip it there once arrived. This change?
 
For convenience, store all your modules on the nearest detention centre - you can only get stored modules there, but it can't be put into Lockdown.

Is there a way to get the station out of Lockdown? Or you just gotta wait it out?
In 3.2, the quickest way is to push the station's controlling faction into Retreat in another system, though War, Expansion, Civil War or Election may sometimes be easier to set up. You can in theory bounty hunt your way out of them, but in most cases this takes a lot longer.
(On the other hand, Lockdowns create Threat 5-7 pirate signal sources, which are great for high-end combat and materials, so it's not all bad)

In 3.3 that won't work and bounty hunting is likely to be the best way out - but, you're likely to get more warning since it will probably have to go through Civil Unrest first. Regular bounty hunting may make Lockdowns far less likely.

Is there a way to get the station out of Lockdown? Or you just gotta wait it out?

Bounty hunting. Also, when the lockdown lifts, there is a cooldown period, during which the station cannot go into lockdown no matter what.
