Do you think there should be Nav-Beacons or U.S.S. close above the surface?

I changed the title, what do you think? At least a U.S.S here and there would be cool.. I love it down here on the surface!

NPC ships need to be able to come down to the surface like players do without a doubt.

The opportunity of ship to ship fights over the surface is surely to good to have been dismissed.
