Do you think this mission is bugged or am I just unlucky?

I picked up a mercenary mission with a fairly high reward of 841k where I'm being asked to kill 12 Activists. I've scanned the system Nav beacon and been told to do a manual search. I've searched dozens of USSs, a conflict zone, 3 different class of RES and not seen a single Activist over the course of some hours. Am I missing something or does anyone have experience of this kind of game behaviour and whether it indicates a problem with the mission?

What state is the system in? "Activists", I believe, only appear in systems with Civil Unrest. I assume they're the ones going around in Supercruise chanting protest chants. You might have to be pulling those guys out of Supercruise to work this mission.

It's in LTT 8750, which is spawning conflict zones even though the newspapers in that system say the war is over. Now that you mention it I recall seeing exactly one ship broadcasting a slogan right when I first came to the system. I'll have another look around, but I think I may end up trashing this mission.
