docking at outposts in open.

So I arrive at an outpost to find a cmdr python on pad and a couple npc. Im ally and get docking refused. Fair play its a 3 pad outpost. The cmdr is silent on comms so prob gone for a brew. The npc leave yet still no docking. Other npc arrive to get docked. I wait 10 mins npc come and go but I cant get a docking privilege.

Is this the normal. I thought a player would get docking over an npc or do this change if a cmdr is hogging a pad?

I could have switched to solo but chances are I would have then stayed in solo as I would have had this problem on my return trip.

If outposts are like this in populated space I can see why trading is done in solo.
 
as far as i can tell - the first request received gets in when some one leaves, so sit there watching the pad with the request window up and hit the button as soon as someone launches...
 
lol that was me, you didnt see the Howdy Steve in chat? I left about 2 minutes after, odd it wouldnt let you dock though
 
You can also jump away (meaning SuperCruise), then jump back to your output and quite often it will then be OK. (Worked for me yesterday in open).
 
A new form of grief? - Pad hogging see how long you can make the traffic jam!

Nothing new about it, though I wouldn't go so far as to call it 'griefing'. That's just how pads work at an outpost. Just use one of the workarounds if you're waiting more than a couple of minutes.
 
The single medium pad explains it. Sorry didnt see your message. Lefttoget the vulture for a little res action as I haven't used it in weeks.
