So where is this fix that supposedly gets the NPCs off the outpost pads faster, I've been sitting here 20 minutes for a pad to open up.

If you're not in the running for the contest, just flip over to Solo or Group mode to dock, then flip back again after you've landed. Usually solves the problem of a crowded landing queue.

maybe they are faster at docking requests then you :)

you wasted 15 minutes more then you should have by not just going to solo mode and docking..

I'm trying for the contest can't use solo mode. But that is besides the point, they said they would fix this.

That is what the Patch Notes state. It does not say it was never going to happen anymore.

Stop trying to make excuses, 20 minutes of waiting is not an improvement.

Stop trying to make a mountain out of a mole hill. This too shall pass. You couldn't have read the Patch Note statement as a promise for it never to happen anymore.

Didn't they want to set up a queuing system? 1.1 still has this issue?
it's been a while since I don't land at crowded outposts, due to my ship size.

I've been to the adjacent station in the system, went back to the other end of my run and came back, the NPC is STILL on the pad, almost an hour later, is THAT enough time to consider it an issue?? do you still think it's a molehill?

I've had this happen to me once, I waited for like a solid 45 min for the NPC to leave (I had a hauling mission for that station so I needed to clear my cargo hold) but they NEVER LEFT. I ended up having to ditch the mission right outside the station I was going to cash my mission at.
