is another NPC ship there?
I've had this a few time in the last few weeks.
If you wait 2-3mins an NPC emerges from the hanger and flies away, which allows your docking request to be granted.
While you wait, your contacts tab only shows the station, no NPCs are visible until 2-3 mins later when they launch.
Realistic-ish but can be quite annoying sometimes.

Stupid thing is that the reason for denial is given in the journal, but not shown on the screen where you need it. I haven't seen any requests to fix this though, which is strange since the question above keeps recurring.

I did not know this. Going to check this out next time I get a denied access msg.

Would be nice if the game always showed the reason for the denial. Meanwhile you can use a third-party program such as EDDiscovery to show the game's log in real time.
