Does a better Bulkhead reduce ramming damage?

I wonder if "ramming damage" gets reduced by a better Bulkhead.
And does it counts as kinetic damage? In this case a Reactive Surface Composite would be best, right?

I lost my full cargo Lakon Type 7 today, because of someone trying to leaving the station at 200+m/s while I was in the way (He died too, hehe)

it does but its a trade off due to the cost of repairs.
