Sometimes a mission will give you a totally empty settlement to loot and sometimes there's scavengers or other military types there. I've mostly been doing Restore missions but I've had a pretty bad streak of enemies. Has anyone found a method of just getting empty loot dumps? I don't have much interest in fighting ten npcs at once until I can get some upgrades.
Does anybody know how to get consistantly empty settlements?
