If the place was under the civil unrest state then most likely it was scavs. But then the buildings would be on fire and there would be dead bodies on the ground.
You'd have to be a pretty oblivious tourist.....

There was no travel advisory to this location. I decided to land at this port which was highly recommended by friends and family as a beatiful tourist destination. Even the name of the port sounds warm and relaxing. I landed and refueled my ship. But then when I disembarked to check my hotel reservations I was instantly shot and killed.
I need a better travel agent. This was not a very nice tourist location.

Most probably the settlement was shut down and has buildings burning (on the inside). Docking still works since it's automated
And scavs were on site and if you come in your own ship they will get really angry and converge on your ship and drop a barrage on fire on your ship then on you after you disembark
Since you said you were killed while standing in the blue circle that means between landing and disembarking they're already stripped the shields of your ship
So, if you plan to do missions (or unfortunate visits) in Odyssey, make sure your ship has really solid shields (at least 500-600mj) with decent resists and come to land with 4 pips into shields. Then you can afford to stay in the blue circle, under the ships' shield and shoot back at them
It's still recommended to use at least a G3 Maverick
Edit: otherwise, if you get there in an Apex, the Scavs are totally oblivious to you and - if you have the audio masked weapons or the skill and the patience to sneak upon them with the taser - kill them silently, one by one.
