Powerplay Does destroying an enemy PowerPlay Commander earn you merits?

depends where they are.
You get 1 merit for killing an enemy commander at your expansions, if you are in a combat power, not sure about the delivery powers.
You also get 1 merit for killing an enemy commander who is in one of your control systems, and you get 1 merit if you kill an enemy player who is in their control system.

So here's another question. I'm allied with A. Lavigny Duval. I've been merit farming in Bunda (Anarchy system) by destroying Federal Couriers and Federal Agents (F. Winters). Each kill earns me 30 merits. If a Commander showed up alligned with F. Winters, would I still get 30 merits for the Commander kill?

no, 1 merits for player kills, if its in a PP related system.

I presume the terrible rewards are to stop players pledging to a different power, then constantly respawning in a sidewinder, and giving 30 free merits to their friends over and over again.

The "reward" of killing enemy players is they lose all their unhanded in merits, and if they are wanted, you get the bounty on them.

Good point, though I think if they looked at how very slow that process would be compared to the currently-popular style of undermining, the fear of exploitation might pass.

Actually, you only got 1 merit per kill at expansions originally, then they buffed it to 10, they just didn't get around to buffing the player kill merits maybe.
