No, you only incur notoriety for the crime of murder, and you can't commit crimes in an anarchy jurisdiction.
Still do pay attention to the jurisdiction you're in: just because the system is controlled by an anarchy faction doesn't mean there wont be bubbles of policed space inside controlled by various other factions.

Just curious can anyone please tell me how much do clean npc kills cost these days? Also I take it I am best doing my murdering before I plan to stop playing and just leave myself logged in in a different systems station for noterioty to fall off?
Im planning on some npc murdering for 'reasons' and want to make sure I userstand the how the new system works.
Plan on about 15,000 credits.
Yeah, notoriety decays a lot slower than you think. I picked up notoriety 2 while pirating the other nigh and if it didn't take more than 4 hours of game time, it certainly felt like it.

Have you considered other ways to get chemical manipulators? I know of at least 3:
1. Kill wanted ships in lawful systems. You can find wanted trade ships at nav beacons (they are rare but they do exist) and CMs now drop from pirate ships too.
2. Search for encoded emissions and combat aftermath USS. Both have a chance to contain CMs, although not guaranteed.
3. Trade some pharmaceutical isolators for CMs. I found that I only need PIs for DD5 thrusters, which is only one module per ship. Any surplus PIs can be converted to a significant amount of CMs.
Is that some kind of reference I'm missing?
