Does lockdown stop all missions for that faction?

Back from RL hols and finally got my allied status with Sirius Corp....want to try out engineering with Qwent.
Anyways, no permit mission/invite appearing in Sothis/Ceos so went back to Procyon, Avik etc. They're all in lockdown and have no missions at all. Is this normal for lockdown? Does lockdown apply to all stations in a certain area (just wondering if I'm wasting my time visiting them all)?
Is there anything I should be doing to help trigger the invite? (I saw it previously when it was unavailable due to reputation status)

As I understand it, states like Lockdown apply to an entire faction. And yes, Lockdown shuts down all mission-issuing from that faction. So you'll have to wait until the Lockdown ends.

You can do your part to end the Lockdown by bounty-hunting Wanted ships in systems controlled by them, and handing in the bounties. The bounty office is still open during Lockdown.

Not quite - it suppresses it quite a bit, especially at stations they control, but it does also make a few special Lockdown-only missions available.

If you can find stations they're present at but don't control then there may be some surface scan missions available - they pay well and seem pretty effective at shortening lockdowns.

The permit mission is available even in lockdown. I unlocked the permit of Sirius in Saturday, while the Sirius Corp was still in lockdown. You can try to get it by relogining between open/solo.

I can confirm both of these, I literally just picked up my permit at Ashby City in Luyten's Star after getting allied BH'ing at the Avik Nav Beacon
