Does playing in Taiga biome significantly decrease pool/flume usage?

The game doesn't really make this clear. I noticed when playing in Taiga biome, the temperature never seems to go above 13C/55F in the summer. There's no notes on the biome page..

I've wondered this too [hello fellow storm person]. The winter temperatures are around 3c. Of course, pools seem incredibly broken right now; like most things in the game, so I don't think it's possible to get a clear answer. I don't really care for pools so I'm just making a pool-less park for now. I will say my water coasters have no decrease in ridership outside of the queue bugs.

Additionally, I have a hat stand that doesn't sell any hats, and I don't know if that is related.

I hope they release a festive / winter DLC with the first update and it contains a winter biome, some Christmas holiday scenery but also a pool heater and hot tubs. If you don't put a pool heater on the pool filter, then guests would complain the water is too cold. Something that could be enabled / disabled in sandbox.
