Thought I should ask before I start. 
Does Powerplay undermining lock you out of outfitting?
as far as i know, no
currently, the only punishment is an ever increasing power bounty on your ship, that not even powerplay npcs care about
so undermining should be much easier now then fortification

Thank you. I'm not worried about the bounty. Is was if it would lock me out of outfitting.
