To give a straight answer.
I think you're probably thinking of Elite Dangerous: Arena, which was a free standalone thing for a while.
That was the only Elite Dangerous product that was routinely free as a standalone product on commercial storefronts for a significant time. As far as that goes, I think they ditched it and you can only access the functionality as CQC, as part of the actual game. Not sure if people who already downloaded it can still access it.
There was also a free copy of the full game offered on Epic Games Store for one week a while back. This wasn't a special free version, it was the full game discounted to zero. That promotion is over now.
The base game (non-Horizons) was never free on its own AFAIK. It was generally a lot cheaper though.
