Does the prospector's guide still hold true?

Following the Engineer's and subsequent updates does all the hard work done by commanders in the prospectors guide still hold true or is it back to square one?

Still true for the original classifications.

In that, if you ignore the new material ratings and use the old ones (4 tiers not 5) the 3 - 2 - 1 rule still applies. So dig out the old list and use it.
