For a faction to consider moving into a new system, does it need to have a teraforming planet?

Newcomer / Intro Does there need to be a teraforming candidate?

Not necessarily, if their interests in the system are mining, then having a terraformable planet is a luxury. However, FD hasn't fully implemented factions creating stations in systems; they are very close though.
Ok, Erlik is looking to expand and I was going to turn in some Cartographics to see if they take or not...
