Does this make any sense?

A wanted criminal (asp) and I (cobra) bounced into each other while I was going after a different wanted ship. I got a bounty, and the feds started to target me instead.
Why? Is it somehow because I didn't yet know the Asp was wanted? The first I saw of the thing was after this glancing blow. Now I have to try and pay off a measly 200 without getting blown up by station defences.

I'm sorry, that needs to change. It's like getting bountied when someone flies through my active beams. It's absurd, unfair and unjust.

Still, I don't really think there should be a lethal police response for an accidental fender-bender, regardless of the other's status. I can see how it would be a tricky programming problem though - the obvious tests for intent, like where you're facing and who you're targeting could be pretty easily exploited. Velocity and damage caused would be decent checks, and fines instead of bounties would also make sense.

Is it a fine or a bounty? If its a fine, you don't have to worry about station defences. f its a bounty, dock at an outpost where they dont attack you for having a bounty.

Bounty, I'm just suggesting that fines first would be a sensible change.
I'm not sure it's always possible to go to an outpost, like with independant systems. But then, it took a non-player asking the obvious question for me to realize I could leave the system to find an outpost to pay at. Don't tell anyone though, it's embarrassing.
