Dominant in another system, is it possible?

I have a question: is it possible for a minor faction to prevail in another system, to become the dominant faction? In the previous version 1.2, after the state of expansion and a war, faction outside could become dominant: is this still possible with PowerPlay 1.3, or have the game mechanics changed ?

We are a national community that supports a local faction of a peripheral system. This faction gained control over its native system and subsequently expanded in a nearby system, but despite it is right now at 92%, no change in status is triggered. Someone could please clarify?

AFAIK the background simulator is still alive and running, doing it's thing. So you should be able to.

It is a relevant question, since it is not clear when some status are triggered. The background simulator, since it is a main feature of the game, should be explained in detail. Still, however, many act blindly just to reach a result. That's what the OT is trying understand.
 
How long ago did you expand? There is a cooldown of three weeks? before a new state can be triggered.

And yes, it is entirely possible.
 
After few days the war critical state is apper, but after three days the state has disappeared and now incredibly appeared two states of expansion and we do not even control the system even if we have reached 80% of influence.

What about you think? we are expanding in another system again, without have take the control of the second system?
