There are far more questions than answers when trying to discern the actual causes of the blight currently affecting agricultural output and putting the lives of billions at risk. I personally believe this is part of a deeper conspiracy involving powerful people operating from the shadows, above the law, since such conspiracies have been proven to exist in the past and present.
The current campaign against Scythe of Panem is illegal, unjust, and a denial of basic human rights.

Based on the above, CMDRs have been asked to summarily execute any members of the above faction without a formal presentation of evidence or trial. They have essentially been declared "terrorists", thus allowing those in power to deny SoP members' basic right to due process.
What evidence, exactly, did this "investigation" uncover? Merely stating that there was an investigation that implicated SoP is not evidence of their guilt, and yet this is the justification being provided to the executioners tasked with the destruction of SoP vessels. Will authorities not elaborate or release the results of this investigation, if an investigation even took place?

This involved an orbital bombardment of Onion Head crops on Panem using biocides with a similar genomic structure to the blight. It’s likely that the activists used these biocides as the foundation of their synthetic agent."
Where is this "manifesto", if one even exists? Surely this manifesto has been made public! I have conducted searches in the Galnet archives (colloquially known by its 21st century name 'Google'). No records of this manifesto exist. Release this manifesto and allow us to read it for ourselves.
Here we also have an admission that a major superpower engaged in a violent, indiscriminate attack on people and property based on said power's subjective, antiquated, and authoritarian stance on people's right to privacy and control over their own bodies. And therefore, is it a surprise that the victims of these attacks resort to violence in their own self-defense? What choice does a small faction have against the might of a superpower, other than violent resistance? The Federation and other superpowers have shown a willingness to unilaterally use extreme violence to achieve their ends, but apparently reserve that right entirely for themselves. Anyone who disagrees with them, or fights back in kind, is labelled a terrorist in [largely state controlled] media outlets.

But who created, possessed, and utilized these biocides in the first place? The Federation. So if the only evidence implicating SoP is their mere access to these biocides, then by that logic, the Federation should be suspected as well, since they created these biocides to begin with!
