Dormant bounties are hidden to everyone except you and the authorities that issued them. No-one else can detect them, regardless of what scanner they use. However, should you be scanned by the appropriate authorities, or worse yet, be detected for a new crime by them, then the associated fine and bounty will become active again - they know that you're not dead!
So dormant fines and bounties act as your "criminal past" that can come back to haunt you, but only in the affected jurisdictions.
