Not sure which suicide winder method you're referring too, but it isn't enough to simply die. You need to be killed by a ship that will collect the bounty on you.
Typically this means the issuing faction's system autority vessels or, and this is the quickest, by the station security where the issuing entity is the controlling faction. If going the ship route, they have to scan you and see that you are wanted. This is also easiest hanging around the station or in a haz res.
So, go to their station, get scanned and wait for shangrila.

Wait 6 or 7 days and you can pay it off they are on a timer.
If you can't do the time don't do the crime
If it is really hampering your play in that system you might have to work in another system until your can pay your bounty.

The first thing I do when getting to a destination is collect my earnings, the second is fill my fuel tanks, the third is pay any and all fines that may have occured. Some of the others will kill ya for a 100.00 bounty. Crazzy but true. One shouldn't fly with out insurance or with fines in place.
