There is a strange workaround for that.
Go to the engineer. Buy a cheap E grade FSD at the outfitter and store (DON‘T SELL) the FSDv1. Go to the main menu and then back into the game. Put the FSDv1 back onto the ship In outfitting. Then you should be able to add the experimental.
Heads up: When you add mass manager or whatever, the FSD will look like it only has one level of Increased Range. This is just a visual bug, so don’t panic! Just leave it alone and fly away with it and you’ll be fine. Don’t mess with the base engineering or you might ruin the module.
