The ones with two rings are common. The ones with three rings are not particularly rare. As for the ones with more than three rings -- none has been found yet.

This particular one looks very much like it has shepherd moons. They are not very much, but still rare. According to cmdr. Orvidius's statistics about 113 thousands of such moons known, which gives about 40K parent bodies (though not all of them are as spectacular as this one).

However, you somehow managed to DSS the outer ring -- that is really rare

I just kept shooting probes until one landed. I think i've seen a few orbit around actually.
