I've sometimes had trouble with some dinosaurs not finding water. Often this is because I also have a predator that doesn't eat the herbivores in the same enclosure. Even if it doesn't eat them, it will still panic other herbivores. In such a situation adding more feeders and water pools helps the dinosaurs finding water and food.
What L.T. said might be the case. Herbies avoid carnivores in general, so when I have a mixed enclosure (and I don't do it often) I make sure it's big enough, has several bodies of water and feeders on the opposite sides, creating a natural separation.
Same if I have, for example a T-rex with a bunch of Dilophos or Raptors. You need to give your dinosaurs the option to NOT be close to one another, even if they share enclosure.

Yes exactly. An enclosure with 4 bodies of water at the four corners would be better for example than a single body of water in the middle as it gives dinosaurs more options to avoid dinosaurs they might not want to be near.
Is it really that strange, though? A mouse has no way of harming a human yet many of the female ones panic quite spectacularly

Try making the enclosure a little larger, this should allow each species some more space to go about their business without concern for other dinosaurs within the paddock.
