I've never personally noticed it instant in Solo, it used to be 10minutes but now as others have said it is 5minute refresh intervals. What I do is have a play around the galaxy map or check facebook on my phone or make a cuppa tea!

Ha! That's funny, that's about how I time mine. I smoke Djarum Black cloves though. It's about half of one of these cigarettes for me
My understanding is that not only do bb missions refresh every few minutes but when you swap modes from say solo to open you are giving the game a chance to put you on a different server from a limited pool of choices.
This is why sometimes you can swap back and forth a number of times and start seeing weird repetitive patterns and sometimes it seems to get hung up on the same server over and over and over until it refreshes.
I've had this happen for longer than 5-10 minutes too btw, and have even had to reboot the client to force the game to pick a different pool of servers.
