I would assume that by "training guides", the OP is referring to ancient, fossil training videos on YouTube etc. Sorry, but they've changed the basic station UI several times since game launch.
When using third-party assistance for ED, always -
always - check the date of a forum post, training video, walkthrough or how-to guide. If it's more than a year old, chances are that, whatever it was a guide to, it's now obsolete.

Yes, that's Jameson Memorial. I assume it's a (very low res!) screen grab from whatever "training guide" source he's using.
Now, for the main point of the OP: different stations offer different services. Some stations - especially the small "outposts", the ones that look like a 21st century space station and don't rotate (as opposed to the big ones with a rotating "mailslot" you have to fly through) - do not offer all services. Purchasing ammunition is a privilege, not a right, and not all space stations have the facilities to offer that privilege. The same goes for the services listed down the left hand side; not all stations have a commodity market, for example.
