Duplicate settlements on top of each other???

Started a prepare settlement mission that was running ok until I had killed all of the scumbags and powered up the settlement. Put the fire out in the power station and went over to the habitat and the authorization scanner was dark but I saw a set of airlock doors open but another set of doors remained closed and would not let me pass. I tried to overload the second set of doors but after cutting open the maintenance panel, there was a second cover behind it that I couldn't get a clean cut on to get to the charge port. I then noticed that the mission now said that I needed to put the power regulator in but the settlement was already powered up. Looking thru the power center's doors (authorization scanner was lit up and a green 3), I could see the fire was back but the center was powered up. I was able to cut both of the panels off this time but overloading did not open the second set of doors. Since I was no longer in possession of the mission power regulator and unable to get into the power center to retrieve it, I just abandoned the mission. Attached is a picture of the habitat door with one panel hanging and the other still in place.
