Engineers DWE in chapter 3?

With the introduction of mats traders is there a more efficient way than sitting at distro centres for hours at a time scanning wakes and hoping RNGeezus smiles down upon you?

AFAIK, no. Camping high traffic areas with a scanner is still the most efficient way of getting wake oriented data.

You could try mission rewards and trading left/right for DWE, but that's going to be at least 9 for 1 seed of DWE, not exactly efficient.

It wont help for DWE drops but having some kind of long range upgrade on your wake scanner does make life a little easier.

I normally run with a long range D scanner, but when camping, I fit a fast scan A. Scans faster than honk and still has plenty of range

How about sitting in a Sidewinder on a community goal station in PvP, and scanning player ships and wakes?
