I have tried a dozen communist and anarchy systems, where are you buying e-breaches? I have never had this issue before.

You could also try Fleet Carriers with the Pioneer Supplies section.
Also if your raiding settlements you can always get the combination for the lock from a data panel

Sounds great I will give that a try next time. The hint on the lock boxes could save a lot of space bucks.
Locked crates only contain goods, most of which you can acquire in easier to access containers. They are an easy pass once you have a certain amount of goods.
I have found the goods for the mission in locked boxes at least twice. I logged once to get it out but then you have to shoot the scavengers again. Kind of a pain in the back. I am still hungry for goods, so e-breaches are quick and easy. There is a trick to use them on the boxes. some kind of sequence of actions. like check box ,input number, go to srv get e-b, then it will work.
