Update: Well I wiped and reinstalled Win 8. Not updating to Win8.1

With no other programs running the game works and runs about 30fps on Medium graphics.

So either 8.1 or some other app was interfering with the launch.
(not bad for an office only pc.....)

I don't really mean to sound mean, but it kinda has to be said. I get a new machine every two years, and skipped a year this past year. I have three machines in my house, my current one from 2012, one from 2010, and one from 2008... all of them can play ED just fine. Maybe you should buy machines to play games if you want to play games on them?

So pretty much the same fps and graphics settings you'd get if they ever ported it to the Xbox One =P
If you're fine with it then that's great. Just be mindful of what programs you reinstall. I don't think it was Windows 8.1 that was causing your problem. Must've been a rogue program that was running in the background.
But like others have said if you want to bump up the graphics and/or framerate then think of getting a GTX 750Ti. They cost less than an Xbox One does.
