What do you mean with 'blocked from approaching location'? There is no permit needed for that system?

Must have been a glitch. Left the location and docked, went back and had no problem.
Originally, I was unable to approach, received message saying 'block limit reached' (or some such).
Also, originally appeared that the destination was on planet surface (it is not).
