Newcomer / Intro Easiest way to get black market criteria for 'The Dweller.'

Hi Guys,

I'll try and keep this short and sweet.

I have no idea how Engineers work, but I decided to start playing with it. I want to get the Efficient Mod for my Pulse Lasers on a few of my ships. I was going to go see 'The Dweller' since he seems the easiest to access, but I am a little stuck on one of his criteria.

"Sell goods to at least 5 different black markets. You will then be invited to meet The Dweller."

Now, according to this.. I just need to sell something in 5 different ports with Black Markets.. easy enough.. but how to I get something to sell?

I don't usually engage in criminal activity since well.. it's ridiculously hard in this game since anyone can scan you and just tell that you got that item illegally.. whatever.. anyway..

Whats the easiest way to get something illegal to sell? I was thinking of going to an Imperial Station, buying 5 Imperial Slaves and then taking them to Federation ports and selling there.. would that work?

I'm not interested in any profit.. I'm even willing to take a loss, I just want access to the engineer.

In short, to be able to sell stuff on black market, it has to be marked "illicit" (illegal in that jurisdiction)

You have two options of how to obtain such cargo
1) Drop into random USS and salvage the wrecks (space salvage is illegal)
2) Check the station info in the system map and find out which goods are illegal, there, then buy them somewhere else (use eddb.io if necessary) and bring it there.

You can see how many markets you've dealt with in the stats screen in the right panel, first tab (flick to the right three times)

Also, every engineer requires a "welcoming gift" after they have invited you. It's a half million credits for the Dweller)

Fed systems are by far the easiest to do this, as they quite often have blackmarkets and they make lots of things illegal.

If the idea of carting iSlaves doesn't appeal, the Feds also make narcotics and tobacco illegal. These are easily found in an agricultural station controlled by a dictatorship, anarchy and some independent factions. Or you could try some illegal rare goods, such as Pavonis Ear Grubs - get these from Delta Pavonis in the middle of Fed space.

Is that stuff still Illegal since we have search & rescue now? Will the black market still take that stuff? Salvaging USS is how I unlocked him but that was before 2.4

One more question just to make sure I have this right...

If I enter a Fed port with something illegal like Slaves and I am scanned.. I just get a fine right? I don't care if I have to pay a few fines in the process of meeting the requirement, I just want to make sure they're not going to open fire on me or anything.

It'll tell you when you target it whether it's 'Legal' or 'Illegal' salvage cargo.

Depends on how much you're hauling and how big the fine is! Seriously, it only takes 1 ton of Illegal cargo to count as having sold on the black market; more of an issue with The Dweller is that it's a very buggy mechanic, often not showing up as being unlocked for quite some time. Re-logging tends to update it. :)
 
When trying to unlock the Dweller, the important thing is to spread the illegal cargo around. As Mano d'Oro said, you only need to sell 1 ton at each Black Market.

Also, if you are near the Pleiades, Alien canisters, like Rosin and Technology count as illegal cargo. You can sell them at Obsidian Orbital's black market. There's also a very lucrative repeatable mission from Palin there. That's what I'm currently doing, to earn ~30-40 million credits per hour and it's not considered an exploit. You'll need to buy some Corrosion Resistant cargo racks, but you don't need to unlock Palin for that.

It's an Anarchy area, so be prepared to avoid interdiction. Also, the Thargoids are active in that region; I've been hyperdicted 3 times in the last few weeks. I easily avoided combat and continued on my way. If you want to see some Thargoids, this is a good way to trigger an encounter.

Illicit goods /= stolen goods.
When I did it illicit goods(like slaves) didn't trigger anything but stolen goods did.
I just took one boom time delivery mission from a system I don't frequent and split it up between different black markets.
That took no time at all.

Ok, so after following advice in this thread, I now have an Invitation from The Dweller. :)

Yes, Illicit Cargo does count, not just stolen.

I followed the above suggestion, I went to eddb and found the closest system to me that sold Imperial Slaves. I bought 5 of them (I just wanted access, wasn't so much trying to make money) and then I visited the 5 closest federal ports with Black Markets. I sold 1 slave at each port, and about 30 seconds after selling at the 5th port, I got the invitation.

It was pretty easy, only had to visit 3 total systems and it was fun boosting into stations to avoid scans. I went 5/5 with sneaking in so I just may have a future as a smuggler.

Illicit goods have counted for the last 2 years at least.

There has been one change with blackmarkets recently. This is that you can no longer take a delivery mission, abandon it and flog the goods off at the local blackmarket.
 
Immediately after 2.4 illicit did not work but stolen goods did, I assure you.
As I'm on PS4 I even got a black market trophy but no Dweller credit.
I made a post about it at the time.
This may have been unintended but it's worth mentioning nonetheless.
 
Since the OP already got what's needed, I'm just adding this for the record — Whenever I restart a savegame, I usually do the following:


  • Check random Un-identified Signal Sources for illegal salvage.
  • If that fails, go to a Hazardous Extraction Site (no police) and wait for pirates to fight each other, dropping cargo.
  • If that fails, I'll find weaker pirates and shoot them until they drop stuff - then finish them off.
  • Once I have 5 illegal cargo, I go to the system/galaxy map and check nearby systems for Outposts with Black Markets - that way there is no risk of police scans.


The signal source + outpost black markets is the safest way for any beginner.

Since this thread named "Easiest way..."


  1. Take any cargo delivery mission.
  2. Abandon it in "transactions" tab. Now you have illicit (in every system) cargo. Faction reputation will decrease slightly.
  3. Pay the fine (if you want).
  4. Sell this illicit cargo at any black markets.
 
OP was very lucky. the last time I did it, I loaded up with illicit goods, then every black market that I visited was closed for some reason, like I'd thrown some magic switch. I think I did about 20 stations to get the 5 transactions I needed.
