Next time you want to pull out those guns faster, just pull your trigger! They'll automatically deploy without you having to go into your right-hand menu. :)
 
I've noticed that as well. Came out of a station last night and there was an NPC who was wanted and he was following a CMDR, I was unsure if i should fire, due to the station and never seeing wanted NPCs in that area before- so i ignored him.
As I set up a Jump, I noticed the two of them fighting and... the CMDR was being shredded, pretty sure he also was unsure what was going on... so I watched a bit, wondering if I should even get involved. Finally said why not, for testing alone I should jump in- so I shot in and took out the wanted NPC, but I did get the bounty. I flashed lights at the CMDR after it was over and then watched him rebuild his shields and jump. Then jumped myself. All in all was pretty cool. Bit surprised, and it was fun.—hope more added stuff like this shows up as we progress. Something like this eases some of the pain of lost bounties and other bugs/issues. Really lets you see where this all could go.

As Seonid suggested, I had this feature turned off ! ;)
Also since PB2, it was my understanding that retracting guns don't actually turn them off. When retracted they still appear as being online. I had been experimenting with that and turned them off manually to lose a few degrees so that hyperspace would not overheat my ship. That's why I look all jammed up ! The button to deploy weapons is just under my thumb, but in the heat of the movement I didn't know if they were deployed or not... (I was accustomed to seeing them outside the canopy with the sidewinder. but you can't see them in the eagle, just forgot that).

Yes very cool surprises ! I don't know if these are bugs or features... but if it's a bug, it should be turned into a feature somehow. Although the pirate's and the station's behaviors are not consistent as of today. :)

I had a random Cobra Mk3 go invincible on me in one of the combat zones. Was exactly the same thing .. got them to zero hull and they didn't blow up they just drifted off into space spinning slowly.

Ticketed it.

This seems to be an issue with any ship, I've seen it on a lot of NPCs I've killed as well as one PvP kill in Fed Distress I witnessed. My ticket for this issue is https://support.orerve.net/http/ticket/view?id=11328.
