If you're like me and want to have short fencing around all of your pathways (like most real life parks) it's a painstaking process to add them manually. I have figured out an easier way to tackle this problem.
Sorry if this has been posted or is a "no-duh" (I'm a newbie to coaster games), but I've found that an easy way to get fences around all of your paths is to start out with one of the sandbox parks and lower the ground using the terrain tool just past the entrance (a decent amount, nothing crazy). Then use the foundation tool to level the rest of the park to that height. Now, draw your paths at the height of the original entrance - it would be good to have a nice overall layout of your paths throughout the park at this point, since going back after you've added rides, coasters, etc. may make this difficult. Since the paths you're drawing are elevated the game will automatically add fencing to them. Feel free to experiment with different path textures as each one has it's own style of fence. Once you've laid out your paths you can use the foundation tool once again (but this time starting with the height at the immediate entrance) to bring all of your lowered terrain back up to the path height. There will be a small ravine between your path and the ground you just raised but you can fill that with foliage or rocks or whatever and voila! Curved fences that follow all of your paths!
Here is a quick video showing the process:
