Easy pvp balance

Hey I see a lot of heated discussion on pvp... It goes something like... Game is not fair because new players can't pvp, all the pvp'ers have God rolled engineered ships and that takes billions of hours to get a competitive ship... Easy solution could be to take a gw2 approach and make engineer tweaks only work in a pve context and then have all ships have Base stats with easily attainable mods that only work when firing on other players, that way there is no advantage of engineers and pvp literally comes down to skill... Then anyone can get into pvp easily and you can still be a God amongst men in pve if you choose to roll for days with engineers..

I don't see how this would work in Elite, as it's not a game with clear "this is PvP and this is not" labels for actions.

How would a drive modification only work if you're firing on a player? What if you're being attacked by an NPC and a player at the same time? Can I sneak up on you in a CZ, tap you with a railgun, and then suddenly you count as "fighting a player" and your ship shuts down in front of several hostile NPCs because your overcharged power plant mod just disabled itself?

Yes GW2 has a clear distinction in worlds, WvW is an entirely different server and setup, and they don't actually do what the OP said, what they do is just auto-level everyone to the same level, which still doesn't make everyone equal but helps. We would need to have a section of the galaxy cordoned off where PvP was allowed and not allowed anywhere else, a major change in the way things currently work, not a simple change at all.

CQC is relatively balanced, being arena style with finite ship configurations. But there are those who do not want balanced PvP - some like the challenge of assymetric PvP (variability, unexpected outcomes etc), which I don't have a problem with mind you, and yet others simply are uninterested in balance as they would prefer to prey on lesser ships, easier targets, noobs etc. The shame is that many of us who prefer balanced PvP of the CQC variety can't get matches, and the open mode PvP is sadly tainted (my opinion) by the subset of the playerbase who insist on behaving like jerks (giving PvP a bad rep amongst some of us).

This would not work at all. My ship is highly engineered to the point that as a fresh build it isn't possible. If my mods were deactivated then my ship wouldn't have enough power and would shut down. If you want to PvP then you have to spend time improving your ship, after all its a competitive thing. I got owned last night which was annoying because I was just trying to do the CG but I'm annoyed at the player not the game.
