The easiest way is to sit in front of the station with a wake scanner and scan the high-energy wakes of departing ships.
Try high pop. systems (more traffic), and as Krysohmyz suggested, either sit in front of a station or visit the nav beacon/ sit on the main star and scan every high wake you see.

Personally I'd hit up a high population famine system and find a "distribution centre".

Scan a wake... I would never have guessed.
I thought they were some data that you found in "unknown signal source"...
On this topic, I saw a change since the release of 2.3. Once upon a time, you dropped out of SC at a Signal Source saying "Encrypted data detected", and you just picked up data by flying around. Now I don't see this happening any more, but I found more than once a "private data beacon" to scan.
It is actually quite confusing, because sometime I found the data beacon, sometime not, I mean, sometimes there are only wreck materials to be gathered like for SS labeled "combat aftermath" even if the label of the SSsays "Encrypted data"...
Finding what you want has become even more time consuming than before...

This is the best way to do it.
Just fit the scanner, and carry on as normal, with the exception of scanning a wake on the way out.
Look at your data inventory a week later, and you're golden.
