Similar to what already happens in EVE, eventually Elite will be the same if it isn't already. The guys with large wallets can trample little guys at will and some time in the future guilds with big wallets. A loss to someone with billions is nothing. When the game matures everyone has huge wallets and the ship loss no longer matters. So a meta game where you can inflict losses and tie players into the back story would be great otherwise things just stagnate.
Guilds and individuals could buy faction bonds it could be done with the power play factions or local factions, may be both. Bonds have different values and different returns. The resources available to a faction are tied to investment and the success of the faction determines the value of the returns.
There is an opportunity to inflict loss and you can back up your investment with existing aspects of play such as combat. If a corp gets a bad rep individuals can come along and start undermining their investments. If balanced correctly you'll have a money sink. If a faction gets hit badly the investments could be lost. Or if there is a run on a faction people may withdraw their cash and the faction goes pop over night.
