It just occurred to me that if I wanted to buy any good piracy equipment, I'd probably go to a high-population, high-security, high-tech starport. I'm proposing some changes to the current system, where if you want any form of outfitting, head to your nearest non-imperial high-tech station and hope for the best. Here's a short example, which outlines what certain systems should always stock, or perhaps usually stock:
Extraction:
- Mining lasers
- Shipboard refineries
- Prospector controllers
- Collector controllers
Industrial:
- Cargo racks
- Average weapons (multicannons, pulse lasers, burst lasers, missile launchers, and perhaps cannons)
- Hull armor
- Heat sinks
High Tech:
- Advanced weapons (Railguns, Plasma Accelerators, Beam lasers)
- Shield boosters
- Shield cell banks
- Shield generators
- Point defense
- ECM
- Kill-warrant scanners
- Frame-shift wake scanners
Agriculture:
- Trumbles!
Also, there could be some modifications based on location and government. For example, anarchies and fringe systems might have hatch breaker limpets, cargo scanners, FSD interdictors, things that most systems wouldn't simply hand out to anyone, or even stock due to their purely criminal functions. Another one could be exploration equipment near the fringes, or in systems with a heavy exploration/scientific basis, such as Bolg or Maia (hint hint outfitting CG hint hint)
