No, horizons is a separate item entirely that you will have to buy when it is released, but elite is like 18 bucks right now so BUY IT it's less than half off

Fore warning though, it is very addictive AFTER THE BEGINNING, it is very punishing early on if you have no one to help you but after that is where that little golden gym shines

To add, in case you didn't know, Horizons isn't just a DLC, it's a season pass for an entire year of DLC. So far, we have planetary landings, come 2.1, we get a big overhaul, and the engineers, come 2.2, we get passenger missions and ship launched fighters, 2.3 is the commanders, where you can mult-crew your ships with other players, and customize your commander, and 2.4 is still a secret.
