I'm the author of EDR (ED Recon), an EDMC plugin for traders, explorers, bounty hunters, and powerplay pledges that tracks and reports outlaws or powerplay enemies.
With v0.8.0, EDR will allow you to report enemies and alert other EDR users who are pledged to the same power.
