Circuits are pretty easily obtained from Planetary POI scavenging, also available from looting bases. Chemicals and Tech are found in base looting. Goods are available all over. You can also get the stuff from missions.
If you want to legally loot a base, take a restore or reactivation mission for one. You are then given access to the entire base and you can consider what you get a finder's fee.
You can also just go to any base that is unpowered and break-in to loot it (usually you do this since you're already on a mission to kill scavs there, so why not). The loot is usually poor because the data ports are not powered (tho you can power the base up yourself) and the scavs may have taken some stuff. You may also get interrupted by more scavs arriving.
The least legal option is to go to a powered base and kill everyone and steal from them (mostly this is done to anarchies for legal reasons).
All of these require a Maverick and/or e-breaches. Watch some videos on the process, better than me trying to explain it.

You don't need to take a mission. You can see which vases have been raided or are abandoned, using the mission screen, and not take one; just go there and loot the base. Sometimes you get scavengers arriving after a gap of time, sometimes you don't. I'm not sure if restoring the power attracts them.
