I don't know how long the duration is but it does not proc. Every time you hit it applies it. It gives roughly 25% more damage against that ship and only one works at a time.
Looks like the debuff lasts 5 seconds after your last shot. Hope that helps. A debuff indicator shows up under the targeted ships hologram in your hud.
