Electrified fences should actually deter dinosaurs instead of boosting fence health

I think this change would make managing parks more fun. Dinosaurs like raptors should require electrified fencing, and when the power to the fence goes out, they should seize the opportunity, and breakout. Only really determined dinosaurs should be able to break out of electric fences when the power is on. Afterall, it wasnt the storm itself that caused the downfall of Jurassic Park, it was the power to the fences going out. If there are more ways for the power to get knocked out, it would make managing breakouts more fun instead of "oh theres a storm, now all my carnivores will breakout no matter what quality of fencing they have" itll be "oh theres a storm, I hope it doesnt knock out the power to my raptor or tyrannosaur paddocks. That would be so difficult to clean up." Making other causes of outage, and adding more, would really increase this feeling, too.
 
From what images we've seen, it appears that dinosaurs will have a security rating. Now this is just a guess on my part.

Fences will have a security rating. If the dino's rating is less then the fence rating it can not damage it. If its equal to the fence rating, it can damage it over time and unless the fence is repaired it will break and dinos escape. If the dinos rating is above the fence rating it will break it and escape.

This plays into the dinos comfort level. As long as dino is happy, no problems. Once threashold is reached then look out fences.

If you have a power outage, electrified fence ratings get lowered, which could allow dinos to attempt a breakout while giving the player a chance to restore power before they have a catastrophy to deal with.
 
Technically is something that happens apparently in JWE1, when attacking an electric fence, there's a chance they'll stop attacking.
