Electronic counter measures ?

I've asked this question before but didn't get any answers so I'm asking again.

ECM - I’ve fitted one to my (currently) unarmed ASP, unfortunately it needs to be assigned to a fire group as there is no provision in the control options to assign it to a key press, unless somebody tells me otherwise.

However my dumb question is when I tested it by pulling the trigger I see some increasing numbers running in the lower left of my screen until I release the trigger, can anyone please tell me what’s that’s all about, I'd hate to have to use it and get it wrong.

Thank you for the quick reply's, I thought it may have something to do with range, shame you have to waste 5 seconds deploying it before you can use it.
 
Apparently I've been using ECM wrong..

I've equipped it but never knowingly "fired it" off in combat. Over the course of the last week while bounty hunting at Nav beacons, I've had about 5 or 6 NPC's fire missiles at me, and every single one missed completely. I assumed my ECM was always just turned "on" and doing its job.

In retrospect that seems pretty OP, but I wonder why so many missiles miss me (No PDT mounted either), whereas my seekers hit 99% of the time. Sureley even if all 6 were dumbfire at least one would have found me?
 
Dumbfires just fly in a straight line, so if you were dodging about, it's entirely reasonable that all of them would miss.
